Tyranny, meet anarchy
The city of Eantasyl is fortunate in its placement, and is considered old for even an elven city. The streets are some kind of shimmery stone, the buildings neatly arranged and well maintained. It's pleasant, and generally considered a nice place for the rich to retire. There's a noticeable lack of greenery and foliage on the streets themselves - the place is kept very dense, and it's can be guessed that its citizens thought they had enough foliage already. It sits at the base of one of the very first world trees. One could be forgiven for missing the city for the tree - it's several thousand feet tall, and its branches bring shade to more than half of Eantasyl. They do not need gardens. They have enough to spare, up in the sky.
(The leaves are a pain to rake.)
Despite many of its flaws (and there are many) the Sunrise Empire isn't actually a horrible place to live. This place especially. Just steer clear of the government, keep your head down, don't join any rebellions, and don't break any laws, and you'll be fine. Probably. Unless there are dangerous criminals running around, causing trouble.
But that hardly ever happens. The Ministry has it all under control.

"I'm just going to hazard a guess that you're going to teach her arcany."

She does not want Jinx to have arcany.
... But her alternative is attempting to kill her, and Kuvair. She likely could, but the prospect makes her nervous.
"Okay. Can you not spread it around further?" she requests. "It's no fun if everyone knows your tricks."

Okay, this is getting really boring.
"Hey Kuvair. This part seems boring, and Ina doesn't want us on her turf. Wanna go explore a new universe? I'm pretty sure miss awesome terrorist can take this from here without our help."
She looks over at Inavet. "Incidentally, you're welcome to join my gang anytime." Her eyes flicker with Mania.

... Inavet sees Jinx's eyes flicker with rainbows.
She frowns.
She... Doesn't actually think Jinx did that on purpose.
"Jinx," she says carefully, not sounding angry or upset, "are you aware that you just tried to mind control me?"

Jinx chews her lower lip.
"... You sure?"

"Right when you said I was welcome to join your gang anytime. Thank you for the offer, by the way."

Then she turns and looks at Kuvair.
"Kuvair, the sky is green. What color is the sky, Kuvair?"

"O... Kay."
She rubs her lower lip.
"Kuvair, the sky is plaid with orange polka dots. What color is the sky, Kuvair?"

Jinx sighs.
"Kuvair, mind if I have my taser gun back for a minute?"

She sighs again.

"I'm sorry," says Inavet, softly.

"Well."
Jinx looks over at Inavet.
"Do what you can for poor Mr. Doubly-Brainwashed here. I have bigger problems to deal with."
A small smile has risen to her lips.

She walks over to her green box, and casts one last look over her shoulder at the unconscious Kuvair.
"... Alright then. See you."
